How import duty is calculated in India

Every import into India is assessed on its CIF value — the cost of goods plus insurance and freight, converted to rupees at the customs exchange rate. Duty components then stack in a fixed order:

  1. Basic Customs Duty (BCD) — the tariff rate for your 8-digit HSN code, applied to the assessable (CIF) value.
  2. AIDC — Agriculture Infrastructure & Development Cess, levied on selected goods.
  3. Social Welfare Surcharge (SWS) — normally 10% of (BCD + AIDC), with exemptions for some tariff lines.
  4. IGST — charged on CIF + BCD + AIDC + SWS at the GST rate for the goods (0/5/12/18/28%). GST-registered importers can usually claim this back as input tax credit.
  5. Compensation Cess — a further levy on a small set of goods (aerated drinks, tobacco, some vehicles and coal).

Worked example: on a ₹10,00,000 CIF shipment with 10% BCD and 18% IGST (no AIDC/cess): BCD = ₹1,00,000; SWS = ₹10,000; IGST = 18% of ₹11,10,000 = ₹1,99,800. Total duty outlay = ₹3,09,800, of which the ₹1,99,800 IGST is typically recoverable as credit — so the sunk duty cost is ₹1,10,000 (11% of CIF).

If your supplier is in a country with an India trade agreement (ASEAN, Japan, Korea, UAE, Australia and others), a preferential BCD rate may apply instead of the MFN rate — often significantly lower — provided the goods meet rules of origin and you present a Certificate of Origin.
